2.招标范围：零跑汽车拟在全球多个国家和地区范围内（欧盟、英国、非洲、亚太、中东、南美等地区）开展全球整车功能适应性试验（含功能测试、适应性测试及体验评测），验证产品在不同地域环境、气候条件、道路法规及用户使用场景下的性能表现，本次招标包括但不限于：全球适应性试验所需要的清关运输、车辆保险临牌办理、路线制定、技师人员租赁、测试工程师租赁、竞品车租赁、车辆日常维护保养、车辆报废及路试过程中可能发生的其他服务。

2.Tender Scope: Leapmotor plans to conduct global vehicle functional adaptability tests (including functional testing, adaptability testing, and user experience evaluation) in multiple countries and regions worldwide (EU, UK, Africa, Asia-Pacific, Middle East, South America, etc.). The purpose is to validate product performance under different regional environments, climate conditions, road regulations, and user scenarios. This tender includes but is not limited to: customs clearance and transportation, vehicle insurance and temporary license processing, route planning, technician and test engineer leasing, competitor vehicle leasing, daily vehicle maintenance, vehicle disposal, and other services that may arise during the road test process.

3.投标人资格要求

3.Bidder Qualification Requirements

3.1成立时间5年以上，具备全球路试服务能力，拥有丰富的海外路试经验，成功承接过全球相关业务不少于10例（须提供合同等证明文件），具备独立法人资格和承担民事责任的能力。

3.1 The bidder must have been established for over 5 years, possess global road test service capabilities, and have extensive overseas road test experience. The bidder must have successfully undertaken at least 10 global road test projects (proof such as contracts must be provided) and have independent legal entity status and the ability to bear civil liabilities.

3.2需在海外主要****点击查看公司或办事处机构，****点击查看公司的营业执照及组织架构。

3.2 The bidder must have established physical branch offices or representative offices in major overseas markets and be able to provide business licenses and organizational structures of these branches.

3.3能够提供覆盖全球多地域的路试方案及执行团队（包括测试方案、路线制定、执行管控过程、项目交付等），具备提供有新能源汽车驾驶经验能力的当地技师，提供专业的测试设备及技术支持，确保测试数据的准确性与可靠性。

3.3 The bidder must be able to provide road test solutions and execution teams covering multiple global regions (including test plans, route planning, execution control, and project delivery). The bidder must provide local technicians with experience in driving new energy vehicles, professional testing equipment, and technical support to ensure the accuracy and reliability of test data.

3.4需具备在执行过程中的自动化测试技术。

3.4 The bidder must possess automated testing technologies for the execution process.

3.5需对目前全球已建立的测试场景数据库**进行展示，及未知的且能够在此次测试中收集、调研、建立的数据库（充电、油品、智驾、网络、道路、驾驶习惯等）。

3.5 The bidder must demonstrate existing global test scenario database resources and the ability to collect, research, and establish new databases (e.g., charging, fuel, intelligent driving, network, roads, driving habits) during this test.

3.6本次招标不接受联合体投标及转分包的形式。

3.6 Joint bids and subcontracting are not accepted for this tender.

3.7参与招标的注册资金1000万及以上，2021年-2023年每年营业额4000万元以上。

3.7 The bidder must have a registered capital of at least RMB 10 million and an annual turnover of over RMB 40 million for each year from 2021 to 2023.

3.8收到招标邀请及招标文件后，无故缺席者：6个月内不得参与我司采购招标。

3.8 Bidders who receive the tender invitation and documents but fail to participate without valid reasons will be barred from participating in the company’s procurement tenders for 6 months.

3.9 投标保证金为5万元。

4.1.1 Interested bidders must send registration materials (not exceeding 30MB) to the procurement contact’s office email (****点击查看@leapmotor.com) and copy the supervisor’s email (****点击查看@leapmotor.com). The email subject must be: “Company Name + Overseas Road Test 2025 Framework Project Bid Registration Materials.” Registrations not following this method or submitted after the deadline will be considered invalid.

6、投标须知：

6 Bid Notes:

6.1投标过程中贿赂我司人员，我公司规定将处罚该供应商涉及金额的10倍作为违约金，同步取消**且列入黑名单永不启用，并给与举报人员奖励。

6.1 If a bidder bribes any company personnel during the tender process, the company will impose a penalty of 10 times the bribery amount as a penalty, terminate cooperation, blacklist the supplier permanently, and reward the whistleblower.

6.2投标人在投标过程中，提供虚假信息和承诺，围/串标、恶意投标、中途撤回投标、招标人告知中标人中标后放弃中标、拒绝签订合同或提出额外的签订条件，招标人均有权没收全部投标保证金，并要求投标人承担包括但不限于招标人重新寻找替代供应商支付的费用、替代供应商投标价格与投标人价格差价作为招标人的损失赔偿，且列入供应商黑名单库永不启用。

6.2 If a bidder provides false information or promises, engages in bid rigging/collusion, malicious bidding, withdraws midway, refuses to sign the contract after being notified of winning, or proposes additional conditions, the company reserves the right to confiscate the full bid bond and demand compensation for losses, including but not limited to the costs of finding alternative suppliers and the price difference between the alternative supplier and the bidder. The bidder will also be permanently blacklisted.
